Germany's governing coalition is showing increasing signs of strain, with a row over the confirmation of a judge to the Constitutional Court resulting in a suspension of a parliamentary vote on the last day before the summer recess begins. The junior partner in the 'grand coalition', the centre-left Social Democrats (SPD), had nominated Frauke Brosius-Gersdorf for one of the three posts available. Accusations of plagiarism in her doctoral dissertation were cited as the reason for Chancellor Friedrich Merz's centre-right Christian Democratic Union/Christian Social Union (CDU/CSU) withdrawing its support, but some in the SPD allege the CDU/CSU is opposed to Brosius-Gersdorf's progressive stance on abortion.

European Commissioner for Trade and Economic Security Maros Sefcovic has confirmed the EU, UK and Spain have reached an agreement on the status of the British Overseas Territory of Gibraltar. Reuters reports the UK Foreign Office says that "The UK, alongside the gov't of Gibraltar, reaches a political agreement with the EU to protect British sovereignty, UK military authority, and secure Gibraltar's economic future. The agreement provides a practical solution to avoid the need for 'onerous checks' and long delays at the border."
