US: Text Of Govt Funding Stopgap To Be Released Today, Energy Permitting Dropped

Dec-17 14:48

House Republican leaders indicated to reporters that the final text of a three-month Continuing Resolution to avert a government shutdown on December 21 will be released today.

  • House Speaker Mike Johnson (R-LA) told Punchbowl News: "One little final detail, I just talked to [House Minority Leader Hakeem Jeffries (D-NY)]. I think it's wrapped up, and we'll get text out today."
  • House Majority Leader Steve Scalise (R-LA) said the text is coming “in the next few hours.”
  • Punchbowl notes there was disagreement about the final shape of the deal in a Republican conference meeting this morning. Jason Smith (R-MO), the chair of the House Ways and Means Committee reportedly said "not true" in response to Johnson claiming the package was a collaborative process with committees.
  • The disagreement could foreshadow a challenging start to the next Congress with Smith, the top tax writer in the House, already publicly opposed to incoming Senate Majority Leader John Thune's (R-SD) plan to divide President-elect Donald Trump's legislative agenda into two separate reconciliation bills, with tax reform to come in the second bill.
  • Permitting reform, that would speed the development of new energy infrastructure, is expected to be dropped from the CR. See bullet on Dec 13: US: Lawmakers Make Final Bid To Include Permitting Reform In Govt Funding CR
  • Politico notes: "Despite optimism from the lawmakers involved, major obstacles that tripped up previous efforts to pass permitting legislation over the past three years were ultimately too difficult to overcome."
