EU High Representative Kaja Kallas said Monday the group can address concerns Belgium has with its proposed €140 billion 'Reparations Loan' for Ukraine.
"I don't diminish the worries Belgium has," she said. "We can shoulder these risks together."
Other options like raising a Eurobond or a loan were not viable given the lack of fiscal space in some EU states, Kallas said.
The European Commission will soon present a legal text for the proposed loan, using €140bn of cash balances on frozen Russian assets held at Euroclear in Brussels.
