RUSSIA: Kremlin Spox-'No Chance' Putin Attends; Talks Delayed To Afternoon

State-run RIA reporting comments from Kremlin spox Dmitry Peskov stating that there is "no chance" President Vladimir Putin takes part in this round of talks in Istanbul on efforts to reach a peace agreement with Ukraine. There had been some speculation that if US President Donald Trump were to attend the meetings on Friday, 16 May, on his way back from his Middle East visit, then Putin may be more inclined to attend. However, Peskov's comments appear to have put an end to this prospect.
- With Putin seemingly not attending, no matter the potential company, Trump will likely skip the talks. On 16 May, US Secretary of State Marco Rubio, Middle East envoy Steve Witkoff, and Ukraine/Russia envoy Keith Kellogg are expected in Istanbul.
- Separately, Foreign Min spox Maria Zakharova says that the talks between the Russian and Ukrainian delegations have been moved to this afternoon, supposedly at the behest of the Turkish hosts.
