EMISSIONS: EU Council Backs Strong Mandate for EU’s 2035 NDC, Climate Law

The Council of the EU has backed a strong mandate for the bloc’s 2035 NDCs submissions ahead of COP30 in November and Climate Law, according to a press release from the Environmental Council meeting published on 21 October after market close.
- The Climate Law mentioned was likely referring to the amendment of the law to set a 2040 EU climate target of 90% reduction in net GHG emissions.
- “Next step is EU’s NDC and the Climate Law, and we stand ready to carry on after the strategic discussion between the European heads of state and government,” said Lars Aagaard, Denmark’s Minister for energy, climate and utilities.
- It urged the major emitters to submit updated NDCs ahead of COP30 set to take place from 10 to 21 November 2025 in Belém, Brazil.
- It also called for tripling global renewable energy capacity and doubling energy efficiency improvements by 2030.
