• German Avila Plazas is the President of a Colombia state owned development bank Grupo Bicentanario and was appointed by former Colombia finance minister Bonilla November 2024.
• He has a history of more than thirty years in the financial and social housing sectors, according to Valora Analitik, and served with president Petro in the M-19 guerilla movement in 1978 according to Infobae.
• We see this appointment, along with other new cabinet appointees as well as the declaration of March 18 as “Civic Day” to summon a mass rally amongst the people and then to hold a referendum on his labor and health system reform all as pushing his agenda while not implementing ways to pay for it all.
• The budget for 2025 planned for issuing USD3.6bn of debt in international markets while the fiscal deficit was 6.8% in 2024 and projected 5.1% in 2025 with debt/GDP 60.5%.

Treasuries outperformed global counterparts Friday, fully completing a reversal from a midweek selloff.
USDCAD broke lower Thursday, breaking out of a tight trading range this week and remains soft. A key support at 1.4261, the Jan 20 low, has been cleared and this signals scope for an extension of the current bear cycle - a correction. Scope is seen for a move towards 1.4107, a Fibonacci retracement. Initial firm resistance to watch is 1.4380, the Feb 10 high. A break would highlight an early bullish reversal signal.
