US-CHINA: Huang In Talks w/Trump Admin On Selling Blackwell Chips To China

MNI London: Liz Claman at Fox Business reports on X that Nvidia CEO Jensen Huang is in talks with the Trump administration "about selling his better Blackwell AI chip to China," and "he’s willing to give US govt a cut of those sales." The full interview will be broadcast at 15:00 ET 20:00 BST.

  • Huang's comments come after a soft revenue report from Nvidia appeared to signal decelerating AI growth. Barron's noted an absence of new sales to China for two quarters as the major drag on the company's growth.
  • President Donald Trump told reporters on Aug 12 that the Blackwell chip would only be permitted for sale to China if the chip's computing power is reduced by 30% to 50%: "...take 30% to 50% off of it. I think he's coming to see me again about that, but that will be an unenhanced version of the big one."
  • After a pair of White House meetings in July and August, Huang acquired export licenses for the less advanced H20 chip, in exchange for 15% of China sales going to the US government. While there has been some criticism for the H20 chip deal, releasing the most advanced Nvidia chip to China would water down longstanding policy and is likely to attract major blowback from China hawks.
  • Saif Khan, a key member of former president Joe Biden's export control team, said: “Even with scaled-down versions of flagship Nvidia (chips)... China [could leapfrog] America in AI capabilities.”
