The EU is racing to finalise its 20th package of sanctions on Russia, wanting them to be ready for the symbolic date of 24 Feb that will mark the fourth anniversary of Russia's full-scale invasion of Ukraine. Three EU diplomats told Politico that two more Coreper II meetings of EU ambassadors will likely take place, one on 18 Feb and another potentially on 20 Feb to reach an agreement.
- EU High Representative for Foreign Affairs and Security Policy Kaja Kallas is believed to be pushing for greater coordination with the UK on sanctions, particularly regarding actions targeting Russia's shadow fleet of tankers and bans on maritime servicing outfits that maintain said fleet.
- There remain obstacles to the plans to hit the shadow fleet (as well as Russian crypto and financial services) with new sanctions. Two EU diplomats tell Politico that Hungary could hold up the approval as they push for the delisting of top Russian sports officials. Separately, speaking in a press conference alongside US Secretary of State Marco Rubio on 15 Feb, Slovakian PM Robert Fico sarcastically asked how many more sanctions packages the EU would look to pass,"One hundred? One hundred and fifty?", instead saying the EU would be better off supporting "peace initiatives".
- Sanctions packages require full unanimity from member states, meaning objections from Budapest or Bratislava risk impeding the entire process.
