But the outlook for rates over the next year and a half is becoming increasingly divergent. * Statement: Changes are anticipated to be minimal. The main focus is on dissents, with firm consensus being that there will be two in favor of a hike: Hammack and Logan. However we have seen many identify Kashkari as a possible dissenter as well. One analyst (UBS) identified Barr and Cook as having an "outside chance" of joining in a dissent. * A few analysts anticipate the Statement will remove the reference to maintaining "ample reserves". * Otherwise there is no real consensus on changes, with some seeing the Statement acknowledging the drop in the unemployment rate to 4.2% since the last meeting (UBS), and others raising the possibility of mentioning the soft June inflation data (SocGen: "While recent data indicate some moderation, the Committee needs further evidence that inflation is moving sustainably toward 2 percent."). * Press conference: There is pretty unanimous consensus that Chair Warsh's press conference is unlikely to deliver much signal on the rate outlook, with some suspecting the presser could be shorter than usual. * Future action: Since the start of 2026, MNI's analyst median has been for 50bp of cuts remaining in the cycle. That's still the case but compared with the start of the year when it was unanimously agreed that the next move would be a cut, the outlook has become increasingly divergent. Of 27 analysts in our latest compilation, 5 see rate hikes by end-2027, with 15 looking for cuts and 7 for no change. * BofA and BNP Paribas are the most hawkish, seeing 75bp of hikes coming; on the other end of the scale, ABNAmro, Citi, and UBS see 75bp of cuts by end-2027.

We agree there is a plausible case for a hike at this meeting, both in terms of the macro landscape and in terms of other considerations such as reinforcing perceptions of the Fed's independence. * But while another set of strong inflation and payrolls data since the last meeting would likely have cemented the case, the base case now probably closer to 20% for a hike at this meeting (slightly lower than market pricing) with September being more likely given recent data and what we've heard from Committee participants. * A hawkish hold is almost universally expected but it's hard to see how we will get clear signals of the Fed's intentions in the Statement given Chair Warsh's inclination against forward guidance. * Without the usual compromise of allowing hawks to express their tightening bias in the Statement, the signals may come largely in the form of rate dissents (2 or more favoring a hike immediately). * Additionally, though we don't expect to get much insight on future policy from the press conference, we will be paying attention to how Warsh characterizes the Committee debate over whether to take action at this meeting. Download Full Report Here: https://media.marketnews.com/Fed_Review_Jul2026_21feb363e6.pdf EXECUTIVE SUMMARY: * The FOMC's July meeting resulted in a hold, highlighted by three dissents in favor of a hike and a press conference that contained hints that future action was being considered. * The market reaction can't be characterized as dovish, however. * The short-end of the Treasury curve rallied largely due to the inevitable dashed reaction to the ~30% implied chance of a hike coming into the meeting, and a hike by September is no longer fully-priced. * But the sell-off in long-end instruments was in our view the more noteworthy takeaway and the one that should concern FOMC participants, with markets starting to wonder when the Fed will match its inflation-fighting rhetoric with action.
