Burgess Everett at Politico reporting on X that Senate Republicans, "sound ready to advance + eventually pass Ukraine/Israel/Taiwan supplemental." Everett notes that Senate Majority Whip John Cornyn (R-TX) told reporters: “What I'm hearing is that the cloture vote will probably be successful and then we'll be on a timeline that could take us to next Tuesday unless there's some time yielded back.”

• Andrew Desiderio at Punchbowl: "Senate GOP meeting just broke up with sense that they’ll be able to proceed. I’m told the pro-Ukraine R’s urged those demanding amendments to actually make an offer—which hasn’t been done yet. Pro-Ukraine R’s believe the amendment convo is an effort to stall & make them peel off."
• Despite the positive noises, there appears little chance for an agreement to expedite movement on the bill. Expect voting to be protracted and extend into next week - eating into a two-week Senate recess for President's Day which was scheduled to begin tomorrow.
• MNI's Political Risk team noted yesterday that the bill has, "a reasonable chance of making it through the upper chamber," but it is unclear how the legislation will be handled by the House.
• House Speaker Mike Johnson (R-LA) suggested at a presser yesterday that his preferred plan is to consider the constituent parts of the bill separately: “We’ll see what the Senate does. We’re allowing the process to play out and we’ll handle it as it is sent over. I have made very clear that you have to address these issues on their own merits.”
