Russia is weighing plans to make it easier to deploy military-grade defences at oil refineries amid disruption from Ukrainian drone attacks, Bloomberg said.

  • Six major refineries, accounting for more than 18% of Russia’s oil-processing volumes, have been hit to date.
  • Rosneft’s Tuapse refinery remains offline, while Novatek’s Ust-Luga has resumed production.
  • There are lower runs at the Rosneft’s Ryazan refinery, Lukoil’s Volgograd refinery, as well as the independent Ilsky and Afipsky plants following attempted drone attacks, according to BNN.
  • Kpler estimates that around 0.3m b/d of capacity has been knocked offline but should return barring further strikes.
  • Additional defences would require a change to the law to allow equip civilian infrastructure with military grade defences.
  • Solutions ranging from a protective dome to military jamming technology are under consideration. No decision has yet been made, Bloomberg said.
